A Hybrid System Designed Around the Council Circle

Designed around the circular Council layout, the Council Chambers support clear, natural discussion and collaboration for those meeting in person. Automated audio and camera behaviour helps maintain meeting flow and clarity, while the flexible system design allows the space to support a range of engagements beyond formal Council meetings. In addition to Council sessions, the Chambers are already being successfully used by Council Members, Directors, and other interested parties for various meetings and engagements. Informed by both VR design validation and real-world testing, the final layout balances visual planning with day-to-day functionality—strengthening accessibility and connection while preserving the established structure of the Council circle and allowing for future growth.

  • Individual Audio, Video & Touch Capabilitities

    Each seat within the Council circle is equipped with a Televic uniCOS Table Unit, providing integrated microphone, speaker, camera, and touchscreen control at every position. This seat-by-seat setup supports clear, equitable participation for Council Members, with intelligent audio activation and automated camera behaviour ensuring speakers are clearly heard and seen by both in-room and remote participants.

  • Enabled Community Access & Long-Term Flexibility

    The Council Chambers support live participation and community access beyond the physical room, allowing Council meetings, updates, and announcements to be shared with Members across regions. Seating can be expanded over time to accommodate participation as governance needs grow, while maintaining continuity and structure within the space.

  • A Relationship-Driven, Collaborative Design Process

    This project was shaped through close, ongoing collaboration with Sagamok’s IT & Communications team, supported by onsite engagement, accessibility considerations, testing, and hands-on support. Led by Travis Olding, whose ties to the region supported meaningful collaboration, the work prioritized long-term usability, confidence, and continuity for Council Members.

Designed a Hybrid System That Supports Council Governance

We partnered with Sagamok to design a hybrid meeting environment that reflects how Council meetings are conducted within the circular chamber. The seat-by-seat layout supports respectful dialogue, clear participation, and continuity of governance for Council Members meeting both in person and remotely.

Shaped the Design Through Collaboration & Shared Review

Working closely with Sagamok’s IT & Communications team, we reviewed layouts, sightlines, and meeting flow together during design and planning. This collaborative process supported shared decision-making and ensured the final environment aligned with Council practices and community priorities.

The Council Chambers were designed to support live participation and community access beyond the physical chamber, with the flexibility to expand seating following the initial deployment—allowing the space to continue supporting evolving governance needs over time.

Implementation was carried out in close collaboration with Sagamok’s IT team and local partners, supported by a dedicated AV network environment and independent fibre connections. This approach respected local expertise while ensuring consistent, dependable performance for hybrid and live-streamed Council meetings.

Hybrid Council Chambers for Sagamok Anishnawbek

In 2025, ET Group partnered with Sagamok Anishnawbek First Nation to support the newly built Council Chambers with a hybrid-ready meeting environment aligned to the Nation’s governance practices and long-term needs. Working closely with Sagamok’s IT & Communications Department, we delivered a modern conferencing environment using a Plixus multimedia conferencing system with individual Televic uniCOS table units, Microsoft Teams Rooms, and dedicated AV infrastructure. The system was designed with future connectivity in mind, including plans to enable secure online access for Members through a dedicated portal as digital engagement continues to evolve.
